# Trust Is Infrastructure, Not a Bonus.

By [Lisa Christ-Lederle](/en/about) · 2026-05-12

Where trust is missing, controls appear. Controls cost time, money, energy. On the invisible tax of the distrust organization.

## Trust isn't an outcome. It's a precondition.

In leadership workshops, trust usually comes at the end. After strategy, after structure, after process. At some point someone says: „And then of course we need trust in the team." Everyone nods. No one knows what comes next.

Trust is treated as a bonus. As something that emerges when everything else is in place. As the soft outcome of good leadership. This reading is reassuring — and wrong.

Trust is not an outcome. It's a precondition. It's infrastructure.

## The invisible tax

A simple exercise: walk through your organization and count the places where distrust is hardcoded as process.

Every approval loop. Every second reviewer on a document written by one person. Every approval workflow for expenses under a thousand euros. Every email in CC, „so everyone knows" — meaning: so it is documented that everyone was informed. Every report whose only recipient is a person who doesn't read it.

Each of these was once a response to a specific incident. Someone decided wrongly. Someone overspent. Someone forgot. The reaction was to add a control. The control stayed. The next reaction added the next control. And so on.

The result is an organization where the majority of time is spent on protection rather than on impact. This control architecture is not neutral. It is a tax. And it is paid from three accounts: time, money, motivation.

## What trust enables

Where trust exists, something happens that is unthinkable in the control organization: decisions are made where the knowledge sits. Not where the hierarchy specifies.

This doesn't only accelerate. It changes how the system learns. In a trust organization, someone at the operational level can correct an assumption without escalating it. The correction happens immediately. The insight stays in the system.

In the control organization, the correction must travel up. It is interpreted, softened, translated at each level. By the time it arrives at the top, it is often incomprehensible or gone. The system doesn't learn. It ages.

## How trust forms

Trust doesn't form in workshops. It forms in micro-moments:

Small promises are kept. A leader says: „I'll come back to you on Friday." And comes back on Friday. Not Monday with an apology. Friday.

Information is shared before it must be asked for. Whoever withholds information because it is power sends a signal: here, there is no trust. The team understands. The team begins to withhold information too.

Mistakes are named first by leadership. „I decided wrongly here. I should have asked earlier." This is the most expensive and the most effective trust gesture. It is expensive because it signals sovereignty. It is effective because it shows: reality is allowed at the table.

No one is punished for inconvenient information. This is the litmus test. Whoever comes with bad news and experiences consequences — even just an annoyed tone — will be silent next time.

## The diagnosis

If you want to know honestly how trust stands in your organization, don't ask about trust. Ask: How many approval stages does a person here have to pass to do something sensible?

The answer to that question is the answer to the trust question. They are the same — only one of them is measurable.

## What leadership can do

Building trust takes time. Dismantling distrust is more concrete. It means: removing controls that no longer control anything. Reducing approval stages. Discontinuing reports their recipients do not read.

Every removed control is a signal. It says: we believe you can handle this. If the signal is real, something begins. If it isn't — if the control is simply replaced by a subtler one — nothing begins.

Trust is infrastructure. It carries what runs on it. Whoever runs strategy on a distrust foundation runs slowly and expensively. And often only notices when the competition is long since faster.
